Pages in the GAA where Miami-Dade appears, grouped by GAA section. Each chip is a page in the GAA PDF.
First-line excerpts per page for each SE-Florida municipality. "Miami Gardens" is a separate city from the City of Miami and not in P3's primary territory — included for completeness.
Cross-document topical index. Each entry shows GAA and implementing-bill pages where the topic appears, with a sample line.
"City of Miami" does not appear by name in the GAA. Appropriations to City of Miami entities are listed under project, sponsor (HF/SF), or receiving-entity names. Do not search the phrase "City of Miami" expecting to find them — search the project name (Vizcaya, Frost, PAMM, Bayfront Park Trust, Miami DDA, etc.), the sponsor's bill code, or the receiving agency. The municipal-name hits that look like "City of Miami …" in the GAA are actually City of Miami Gardens, a separate city.
This is the 2026 Extraordinary Session GAA. The regular 2026 session adjourned without a budget. Bill numbers carry the "E" suffix to mark the special session. Conference reports were filed 2026-05-26.
Page numbers are PDF pages. For the GAA, PDF page roughly matches the printed page in the upper-right header. The full-text extractions HB5001E-GAA.txt and HB5003E-implementing.txt carry ===== PAGE N ===== markers so any grep result resolves back to a PDF page.
Folder convention for next year. When the FY2027-28 budget arrives, create a sibling folder reference/fl-budget-2027-28/ following the same six-file convention (two PDFs, two text extractions, one focused index, one README). Do not overwrite — prior-year line items remain relevant to active matters.
Canonical store paths. Cross-product source of truth. Future Claude sessions should read from these paths rather than re-uploading.
