Wiring note (2026-05-29): Miami Beach now reads from search_miami_beach_archive directly — same archive that backs the Miami Beach single-pane. The earlier executive_memos pipeline (used for Miami-Dade and Coral Gables below) returns empty because its scrapers were never repointed at the right URLs. Fixing those pipelines is separate work; this artifact stops pretending Miami Beach is empty.
