Procurement — All Jurisdictions

Cross-jurisdictional view: portals, platforms, status, deep links to current solicitations.
Today: Mon, May 11, 2026 Last audited: May 11, 2026 (Phase 2 sub-agent recon) Jurisdictions: 7 + 1 recommended (M-DCPS) Backend status: Re-point needed
⚑ Audit findings (May 11, 2026): The backend procurement-watch.yml workflow runs every 4 hours on business days but several jurisdictions are likely pulling from wrong endpoints — a green workflow run can mask a dead source when the parser returns zero rows from the wrong URL. Concrete re-points needed:

Side-by-side: portal · platform · audit status

Jurisdiction Primary platform Audit status Secondary / mirror
Coral Gables Infor Supplier Portal + PublicPurchase Re-point coralgables.com/department/procurement notices feed
Miami-Dade County INFORMS (ISD Strategic Procurement) Re-point Legal-ads PDF drop folder
City of Miami BidNet Direct (since Jan 1, 2025) Re-point — legacy URL dead None — single source
Miami Beach BidNet Direct (since Jan 1, 2025) Re-point — Periscope deprecated City's own bid-opps page (mirror)
Pinecrest DemandStar Correct primary Village procurement page
South Miami DemandStar Correct primary City DocumentCenter PDF drops
Hialeah OpenGov Procurement Re-point from CivicEngage/DemandStar BidNet mirror; CivicEngage legacy
M-DCPS recommended add Internal portal + DemandStar agency page Not yet in scope procurement.dadeschools.net/bidsol/

Coral Gables

Platform: Infor Supplier Portal + PublicPurchase
Audit: If backend is currently pointed at DemandStar, swap to Infor Supplier Portal + PublicPurchase. Public notices page also surfaces legal-ad-style postings that may pre-date the portal listing.

Miami-Dade County

Platform: INFORMS (ISD Strategic Procurement Department)
Supplier supplier.miamidade.gov (vendor side)
Audit: If backend is currently pointed at vendorregistration.miamidade.gov or miamidade.gov/business, it's hitting registration pages rather than the solicitation feed. INFORMS is the live source.

City of Miami

Platform: BidNet Direct — migrated Jan 1, 2025
Audit (critical): All new solicitations since Jan 1, 2025 post exclusively to BidNet Direct. Any parser still pointed at the legacy miami.gov/procurement HTML listing has been silently returning zero rows for 17 months. The city's own page now redirects to BidNet.

Miami Beach

Platform: BidNet Direct — migrated from Periscope S2G Jan 1, 2025
Audit (critical): Legacy Periscope S2G/BidSync URLs (prod.bidsync.com/Miami-Beach) still resolve but feed is stale. Re-point to BidNet Direct. Note: Miami Beach procurement docs (PSAs, RFP results) also archive into the city's Laserfiche WebLink (`repo=CityClerk`) — see Miami Beach single-pane artifact for direct cabinet links.

Village of Pinecrest

Platform: DemandStar
Audit: Correct primary. Open question: does Pinecrest Gardens / parks-side procurement (separate DemandStar listings) roll up under the same agency ID, or does it need a second source entry? See historical DemandStar bid #426872 for example.

South Miami

Platform: DemandStar
PDF drops DocumentCenter — RFP PDFs (e.g., HR2026-01, PW2026-04) sometimes appear here before DemandStar
Audit: Correct primary. Add DocumentCenter as secondary so the early-PDF case is caught.

Hialeah

Platform: OpenGov Procurement
Legacy hialeahfl.gov — Bids (CivicEngage) — often lags
Audit: Make OpenGov the primary; CivicEngage and BidNet as redundancy only. Confirm whether Calvo administration (sworn Jan 12, 2026) plans any procurement-system changes — his executive orders on contract review may affect cadence/disclosure.

Miami-Dade County Public Schools recommended add

Platform: Internal portal + DemandStar agency page
DemandStar Separate DemandStar agency page (vendor side: procurement2.dadeschools.net)
Audit: Distinct procuring authority; Eric lobbies the district. Not currently in scope of "Miami-Dade County" jurisdiction; should be added as its own 8th source so school district RFPs/ITBs aren't missed.
