⚑ Audit findings (May 11, 2026): The backend procurement-watch.yml workflow runs every 4 hours on business days but several jurisdictions are likely pulling from wrong endpoints — a green workflow run can mask a dead source when the parser returns zero rows from the wrong URL. Concrete re-points needed:
City of Miami → migrated to BidNet Direct on Jan 1, 2025. Any parser still on the legacy miami.gov/procurement page returns nothing.
Miami Beach → also migrated to BidNet Direct on Jan 1, 2025. Periscope/BidSync (prod.bidsync.com) is deprecated.
Hialeah → true primary is OpenGov Procurement, not DemandStar or the CivicEngage Bids.aspx page.
Miami-Dade County → live solicitation feed is INFORMS at apps/ISD/stratproc/Home/CurrentSolicitations, not the vendor-registration host.
Audit: If backend is currently pointed at DemandStar, swap to Infor Supplier Portal + PublicPurchase. Public notices page also surfaces legal-ad-style postings that may pre-date the portal listing.
Audit: If backend is currently pointed at vendorregistration.miamidade.gov or miamidade.gov/business, it's hitting registration pages rather than the solicitation feed. INFORMS is the live source.
Audit (critical): All new solicitations since Jan 1, 2025 post exclusively to BidNet Direct. Any parser still pointed at the legacy miami.gov/procurement HTML listing has been silently returning zero rows for 17 months. The city's own page now redirects to BidNet.
Miami Beach
Platform: BidNet Direct — migrated from Periscope S2G Jan 1, 2025
Audit (critical): Legacy Periscope S2G/BidSync URLs (prod.bidsync.com/Miami-Beach) still resolve but feed is stale. Re-point to BidNet Direct. Note: Miami Beach procurement docs (PSAs, RFP results) also archive into the city's Laserfiche WebLink (`repo=CityClerk`) — see Miami Beach single-pane artifact for direct cabinet links.
Audit: Correct primary. Open question: does Pinecrest Gardens / parks-side procurement (separate DemandStar listings) roll up under the same agency ID, or does it need a second source entry? See historical DemandStar bid #426872 for example.
Audit: Make OpenGov the primary; CivicEngage and BidNet as redundancy only. Confirm whether Calvo administration (sworn Jan 12, 2026) plans any procurement-system changes — his executive orders on contract review may affect cadence/disclosure.
Audit: Distinct procuring authority; Eric lobbies the district. Not currently in scope of "Miami-Dade County" jurisdiction; should be added as its own 8th source so school district RFPs/ITBs aren't missed.
